How much does it cost to change existing functionality, and how much for new functionality ?
How long will it take to make it accessible to all devices (via browser, at least)
Does your IT team hav access to the code ? Can they do even do a minor update like changing text ? Or they are prevented by hundred pages of legal mumbo jumbo.. licence, copyright and desclaimers ?
Does the system use open standards ? Open for verification, criticism, appraisal and peer review ?
And why does it always have to be too expensive ?
